Marsha L. Scott was born on December 24, 1947, in South Bend, Indiana, to the late James A. Pegues and Garnette Thomas-Pegues.

She graduated from Central High School in South Bend, Indiana, and went on to attend Lincoln Business College in Jacksonville, Florida, where she met her husband, Lawrence B. Scott. Together, they were blessed with three beautiful children.
