MARTHA BULLUCK Obituary

Martha C. Bulluck was born on February 9, 1949, in Rocky Mount, North Carolina. She attended the public schools of Rocky Mount, North Carolina and Portsmouth, Virginia, graduating from I. C. Norcom High School (Greyhounds), Class of 1967.

Martha would go on to further her education at Hampton University, where she received her Bachelor’s degree in Sociology in 1973. She earned her Master’s degree in Management from IUPUI (Indiana University-Purdue University at Indianapolis) in May of 1980. Martha had thoughts of receiving her doctorate degree.

Having moved to Indianapolis, Indiana, Martha united with Light of the World Christian Church, Disciples of Christ. Over the years, her activities included Monday Night School Class, listening to The Prayer Line, and serving as an Under-Shepherd of Christian education at Light of the World Christian Church.

Martha was endowed with many talents and favorable attributes.  In 1980, she channeled her entrepreneurial energies to embark upon a career in Indianapolis as an Affirmative Action Officer.  Martha was the president of her Consulting Firm, The Bulluck Group.  She was Chief Human Resources Officer/Chief Diversity Officer/Consultant in Higher Education, Government and Non-Profit for twenty-seven years, from 1980 - 2007 in Indiana and Wisconsin.  She directed organization wide planning and management of human resources and equal opportunity services for various organizations such as City of Indianapolis, University of Wisconsin-Milwaukee. A key consultant and business partner with St. Vincent Hospitals and independent consultant for various clients, Martha worked with organizations to reach solutions in HR strategy, recruitment and employment, organizational and employee development, employee relations, affirmative action, equal opportunity, public civil rights.  She worked with organizations to reach solutions in HR strategy, recruitment and employment, organizational and employee development, employee relations, affirmative action, equal opportunity, public civil rights.

Martha served as Director, Human Resources AmeriHealth Mercy from February of  2007 - August of 2008 in Indianapolis, Indiana. As Chief Human Resources Officieal, she implemented start-up HR processes and initiatives to support Indiana growth strategies for a $2.8 million new business line. She managed budget, staff and daily operations of HR Department. She was HR advisor to General Manager and senior management and Chief HR Official.  

Martha was Assistant Vice Chancellor, Human Resources (Interim) Assistant at (IUPUI) from August of 2010 - July of 2012. She managed human resources administration and programs for approximately 4,800 appointed nonacademic staff and benefit services to approximately 3,000 academic staff, leadership of 24 staff and service delivery of benefits, compensation, employment services, employee relations, training and organizational development, records administration, and work life effectiveness.

In her leisure, Martha enjoyed bicycling, swimming, and learned to golf. She liked listening to jazz music, writing and journaling.

On Monday, March 13,  2023 at 3:17 p.m., at the age of seventy-four years old, God sent His angels to the Compassus Hospice Facility and brought to close the earthly life of Sister Martha Bulluck, of the 2600 block of Lakeshire Lane in Indianapolis Indiana. Martha was preceded in death by her father, Harry Bulluck; sister, Jennifer Brock; and mother, Odell Bulluck.

Martha leaves to mourn her memory two sisters, Brenda Bulluck and Sharon Hoffler; brother-in-law, Gregory Hoffler; nieces, Shawnequa Hoffler and Krista Hoffler; one nephew, Kevin Brock; uncle, Arthur Earl Bulluck (Ethel); aunt, Janet Faye Bulluck; cousins, James Bridgers, Jr. (Barbara), Timothy Cofield (Kathy), Gloria Richardson, and Mattie Scott; Jody Kenner and a host of other relatives and friends.
