JoAnn Elizabeth Bell Brinkley, was born on November 29, 1933 in Keokuk, Iowa. She was the first born to the late LeRoy and Geneva South Bell.
JoAnn received her primary and secondary education in Keobuk,
She accepted Jesus Christ as her Savior at an early age and was baptized at the Pilgrim Rest Baptist Church in Keokuk, Iowa.
JoAnn moved to Indianapolis, Indiana in 1951. She was united in Holy Matrimony to Basel S. Brinkley, Sr., on September 21, 1952, and three children were born of this union. One son, Basel Jr. preceded her in death.
JoAnn united with the Loving Missionary Baptist Church in 1990 and was a faithful member. JoAnn later joined Little Bethel Missionary Baptist Church on November 2, 2003. She regularly attended Sunday school and was a member of the Pastor’s Aide Ministry for many years.
JoAnn was employed with the Internal Revenue Service for thirty-three years and a member of several senior organizations, including the WAC (2002—2010).
JoAnn was a loving, virtuous and devoted Christian who loved to share her faith with everyone. She was a prayer warrior and generous to a fault. She was a willing worker who extended her hand to anyone in need. She was a beacon of light with a joyous spirit and a beautiful smile. JoAnn was kind, uplifting and a true encourager. She had strong family values and believed in the pursuit of higher education.
On August 28, 2012 at 8:00 a.m. Mrs. JoAnn Elizabeth Bell Brinkley departed this life.
She leaves to cherish her memory, her beloved husband, Basel Sr., a son, Thomas Alan (Cynthia); a daughter, Patricia Ann Harris; a brother, Richard Ray Bell; four grandchildren, Lauren Brinkley, Jared Brinkley, Rachel Harris and Leah Harris; two great grandchildren, Naomi Foreman and Aiden Mosley; four sisters-in-law, Udellar Merriweather (Moses), Eunice Cole, Helen M. Williamson and Sharon Bell; two brothers-in-law, Clarence Brinkley and John Brinkley, a host of nieces, nephews, cousins, other relatives, church family and friends.

To Mr. Brinkley, Patti and the rest of the family,
I give God praise for the time I knew Sis. Brinkley. Such a kind, loving and thoughtful person. May you find comfort in the many memories you have as well. Thinking of you and keeping you in my prayers.

To Mrs. Brinkley''s family we send our deepest sympathy. It was both an honor and a privilege to care for Mrs. Brinkley. She was part of our family. We were always happy to see her and catch up on what was going on in her life. We miss her already.

I worked with JoAnn for many years at IRS. We retired about the same time. She was a fine woman and I extend my sympathy to Mr. Brinkley and family.

I never had the pleasure of Mrs Brinkley, but I heard so many good things about her from my niece the late Barbara Tyson, and Phyllis, I was sorry to hear of her Homegoing for her family but as for her, she is Home resting with the Lord, continue to look to the Lord, and I know He will comfort you. Love and Prayers are with you.

Hello Brinkley family, I am very upset to hear about my Sis Brinkley. I love her so much it really breaks my heart to hear of her passing. I hope everyone knows how much I loved and adored her. She was a real lady to look up to. I will see you guys soon.
